Does anybody know how that works? Just how do they cap the carbon emissions or whatever they are capping? Who get's capped and how do they go about
restricting it? How do they decide how much each industry or company is allotted in terms of energy or carbon emissions?

I do not know the details of the proposal. Essentially businesses will be taxed according to their carbon output. Its primary goals are 1.Generate massive
amounts of new tax revenue for the government so socialization and incumbent empowering spending can continue without generating the backlash associated with
an increase in income taxes, 2. Destroy the American Economy so our standard of living will be permanently lowered in relation to the rest of the world thus
lessening the great injustice of inequality that continually keeps progressives like Obama up fretting and ringing their hands late into the night. As an
added benefit corporations that have played along with the game and provided support to progressives while positioning themselves to cash in will probably reap
large rewards. Don't expect any significant effect on world temperatures.
